Ideally a form of extortion...

Friend of mine was venting about her housing situation and the many issues she's had with management.  Due to the severity of her previous domestic violence situation she's an approved participant with her state's Address Confidentiality Program. This is a program (I do believe) every state offers and is overseen by either the State's Attorney General's Office or the Secretary of State's Office. The laws are overseen by state officials as well as Federal officials and are strict. Both for the participant and vendors. That being said, she's a very thorough individual. This is someone who has call logs of every call she makes when pertaining to her housing, utilities, car, taxes, etc. She notates day, time, representative name, badge number, etc. So it goes without saying, she dots her 'I' and crosses her 't'. Several months ago, she was informed that management violated laws (both state and federal) and released her information to an outside source. Management claimed they were unaware of her circumstances (yeah! Im sure they were unaware...great way to cover up the huge screw up) This is certainly a violation of privacy, not too mention, most definitely breaking laws put into place for participants of Address Confidentiality Program. Due to a number of factors, she let it slide (within reason Im sure) Following that incident, she's confronted by management regarding a contract which stipulates if rent is not paid by end of day on the 10th of every month that management will expedite eviction process. Meaning, they will not go about the legal actions of filing court orders, getting sheriff's involved, etc. That she would have to leave premises within 24 hours, payment will no longer be accepted, and removal of items or trespassing charges will be filed in the event she's not adhered to the contract. She disagreed! For a number of reasons. Valid reasons. After many emails, calls, etc. she said "to hell with it" and signed the contract BUT only because she was left with no other option. She forwarded a screen shot of the correspondence which was made clear that if she didn't agree and sign, then her lease would be terminated. Now here we are a month after everything has been said and done, rent was paid at 2:30am on the morning of the 11th - guess what that means? Thankfully, management and upper management decided to let this one slide... Now of course there are a lot of other factors and Im sure the average reader is going to question her form of income and such. In my opinion, all of that is irrelevant. What's relevant is not only did they break the law by releasing her information to an outside source, but have bullied her - blackmailed her in a sense - so they could get her to sign the contract. I do believe it would ideally be deemed as a form of extortion - correct? Did I mention she's a tribal member? Living on reservation? Oh, and her management is tribal housing....
